Whistleblowing Policy Statement
NTUC Community Fund is a brand managed and operated by NE Community Fund (UEN: 202509409K).
We are committed to the highest standards of integrity, transparency, and accountability. We encourage our employees, volunteers, donors, beneficiaries, and stakeholders to raise concerns about possible “Wrongful Practices” within the charity.
1. Scope of Reporting
This policy is intended to address serious concerns that fall outside the scope of standard grievance procedures. “Wrongful Practices” may include:
- Financial Malpractice: Fraud, theft, bribery, or misuse of charity assets/resources.
- Legal & Regulatory Breaches: Non-compliance with statutory regulations or data protection (PDPA).
- Safety & Environment: Dangers to health and safety or the environment.
- Ethical Misconduct: Abuse of power, undisclosed conflicts of interest, or concealment of any malpractice.

All reports will be acknowledged within 5 working days. You may choose to remain anonymous; however, we encourage whistleblowers to identify themselves to facilitate a more thorough investigation and for follow-up clarifications.
All reports received will be assessed and, where appropriate, investigated in accordance with the organisation’s procedures. Appropriate actions will be taken where allegations are substantiated. Where allegations are found to be unsubstantiated after due review, no further action will be taken.
3. Protection & Confidentiality
NE Community Fund prohibits any form of reprisal or victimisation against a whistleblower who reports in good faith. Even if an allegation is found to be unsubstantiated, the whistleblower will be protected provided the report was not made with malicious intent.
Every effort will be made to protect the whistleblower’s identity. Information will only be disclosed if required by law or to obtain professional legal/auditing advice. To protect the integrity of the process, whistleblowers are expected to keep their report and any subsequent communications strictly confidential.
